Bills, Projects and Other Efforts

Along with Christmas comes the time to pre-file bills in the South Carolina General Assembly, though I am not sure if creating more laws qualifies as the kinds of Christmas gifts needed by the citizens of our state.

But I am no exception.  So, the following are issues and legislation that I am working on-

FTE Limitation Bill -  The South Carolina Code currently places on limit on the number of full time employees that can be paid from the General Fund. This limitation is based upon a formula using the 1980 census results. My bill would update the code to use the 2010 census results and would greatly reduce the number of full time employees that could possibly be hired.

Anti-Appropriations Committee – I will be introducing a rule change so that the House could create a committee whose purpose would be to audit agencies, investigate waste and fraud, and recommend the dissolution of state programs. Please refer to my Taming Leviathan article posted elsewhere on this website.

Pension System Reform – I am in the early stages of crafting a reform bill to address the unfunded liability problem with the state retirement plan.

Meth Lab Penalties – I am drafting legislation that would increase the penalties on criminals who manufacture meth in the presence of children or where the manufacturing process harms a child.

Ludwig Bill – I will be re-introducing my bill from last Session that would require a sobriety test be offered to any driver involved in an accident where a fatality occurs.

Don’t Tread On Me License Plate – Considering our Revolutionary War history, I couldn’t pass up the opportunity to introduce a bill creating a specialty plate with this logo on it. All proceeds would go to the General Fund.
